Code Inspection.

       Encourage Developers to use tools.

       But issue of experience, correct use of tool, training.

       Consider encouraging developers BUT pass through a formal inspection with test team.

       Use the test team also as consultants to the developers.

Encourage an Open Policy. 

Encourage a Supportive Policy.

Encourage a Catch Early Policy.
